The City Council has the final say as to whether the 4.6-acre plot of land is rezoned from commercial to residential.
"The planning commission looks at the technical aspects of the proposal," Sycamore City Manager Brian Gregory (shown in foreground) said Tuesday. "The City Council takes that information and makes a decision."
The planning commission is an advisory body, but its recommendation does carry consequences. Because of its negative recommendation, two-thirds of the City Council must approve the rezoning for it to pass, rather than a simple majority.
The rezoning request will be on the council's agenda Monday, Gregory said. He said the council will have several options for action to take, including voting on the proposal, postponing any action until next month, or referring the issue back to the planning commission.
The city council must take action within 30 days of the planning commission's recommendation.
