Waterman Village President candidate Darryl Beach submitted this questionnaire, answering the Daily Chronicle's questions in the 2017 Waterman Village President race.
Name: Darryl Beach
Office sought: Waterman Village President
1) Why are you the best candidate?
I’m involved and I care. I have lived and worked in Waterman for 10 years. My wife and I own a small business and understand the problems that businesses face. I want to involve as many residents as possible in making Waterman a great place to live.
2) What are the biggest issues facing the village?
Financial constraints are the biggest issues facing Waterman. The revenues are flat or on the decline while costs continue to rise. A second issue is getting our citizens to feel they are all part of the village and part of the answer in keeping Waterman moving forward
3) How would you address those issues as village president?
Maintaining and growing our revenues is important. We can accomplish this by keeping our current businesses in Waterman and seeking new businesses. Communicating with the residents is crucial. The new Village website has helped but also using social media to keep citizens informed and involved. As village president I anticipate having “office hours” a couple of times a week so the residents can meet with me.
4) Voters last year approved a sales tax increase in the village. How should these funds be spent in the future?
The amount of revenue generated by the 1% sales tax for the year is yet to be seen but is encouraging. Most, if not all, of the money will go to make up for declining revenues from other sources. The sales tax and watching our spending will allow us to maintain and improve our services.
5) What can the village government do to attract more new businesses?
Cooperate and communicate with business owners seeking to open or relocate to Waterman. Waterman needs to remain active with the DeKalb County Economic Development Corporation to keep up on opportunities. The village needs to utilize the Enterprise Zone to attract new business and encourage expansion. I have been involved in working with both these organizations.
6) What can be done to reduce or limit the property tax burden on residents?
Encourage expansion of new and current businesses to increase sales tax revenue. Encouraging cooperation with surrounding communities to enhance the entire area. We need to bring more visitors to Waterman by helping to bring attention to attractions in the village and close by like Honey Hill Orchard, Waterman Winery, and the miniature train. Waterman has a great location we need to let others know!
