SYCAMORE – Hours before he died this spring, Chuck Williams bought heroin outside a Sycamore hotel from a man who had graduated from the same drug court program he had, authorities said.
Williams, who was spending the night at the Jane Fargo Hotel to work on his marriage, injected the heroin late March 26, and his wife found him unresponsive inside the hotel room about 4 a.m. March 27, authorities said. Police arrested Joshua M. Walker, 33, of Genoa, about 8 p.m. Tuesday for selling Williams the heroin he took before he died, Sycamore Detective Sgt. Rod Swartzendruber said.
Walker was expected to appear in court today on the charge of drug-induced homicide, which typically is punishable with between six and 30 years in prison. His bond was set at $300,000, which requires posting $30,000 to be released while the case is pending.
Both men graduated from the DeKalb County Drug Court, a specialized court program that offers defendants reduced or dismissed charges in exchange for completing drug treatment, attending weekly court dates and meeting several other requirements. Walker participated in the program's 10th graduation ceremony in June 2013, after struggling with addiction for 15 years and a 2011 arrest.
Charles Williams, 30, of DeKalb, and his wife, Dalia, married in June 2013 and both graduated from DeKalb County Drug Court in November; Charles Williams left behind three stepchildren. He was admitted to the drug court program in August 2012 after twice being charged with cocaine possession, court records show. He tested negative for drugs throughout the program and was a model drug court participant, former Special Court Administrator Marilyn Stromborg has said.
Dalia Williams was not implicated during the investigation, and evidence shows Charles WIlliams and Walker made arrangements for the drug deal on March 26 before Charles and Dalia Williams arrived at the hotel at 355 W. State St. in Sycamore, Swartzendruber said. Police found no evidence that Charles Williams had used heroin before that day, Swartzendruber said.
