CHICAGO – Police say a 15-year-old Chicago boy was handcuffed in a basement by relatives who subjected him to a week of beatings with a belt and doused him with buckets of ice water.
Police spokeswoman Janel Sedevic says two men have been arrested and charged with felony kidnapping. She says their motive was to punish the boy for misbehaving.
The boy told police he was held in a basement in the northwest side Albany Park neighborhood. It began June 16. He escaped Monday and contacted police.
He was hospitalized and released.
The two suspects are 40-year-old Jose Quilabaqui and 53-year-old Carlos Quizhpi.
Relatives say one of the suspects is the boy's father.
The teen's cousin, Diana Bermeo, tells WMAQ-TV the men were just trying to keep him from gang involvement.
