Illinois DCFS head pleaded guilty to theft

SPRINGFIELD — The new director of the Illinois Department of Children and Family Services pleaded guilty to stealing money from clients of a Chicago social-service agency 20 years ago.

The Chicago Sun-Times and WBEZ Radio reported Monday (http://bit.ly/1bFlifB ) that Arthur Bishop was accused of a felony in allegedly taking more than $9,000 from substance-abuse clients at the Bobby E. Wright center but pleaded guilty to misdemeanor theft in 1995.

Bishop was most recently director of the Illinois Department of Juvenile Justice. He told the state Senate during the confirmation process for that job that he was wrongly accused. Gov. Pat Quinn appointed him to the DCFS post last month.

Spokeswoman Brooke Anderson says Quinn believes Bishop has the right experience for the DCFS job.
