Miller is front-runner for 1 deputy county administrator post

SYCAMORE – County Board members may find a new deputy county administrator in Paul Miller.

Miller, the county planning, zoning, and building director, would be one of two deputy county administrators if approved by board members at their full board meeting Dec. 18. In this position, he would be responsible for labor contracts, federal and state regulation compliance, policy development, among other duties. 

“We see him being able to see all sides of the issue,” said Gary Hanson, county administrator. 

On Tuesday, DeKalb County executive committee members convened to discuss the candidates seeking to fill in the two positions. The posts were previously combined with the finance director position, which is now held by Peter Stefan. 

Before becoming the county administrator last year, Gary Hanson was the deputy county administrator and finance director. He suggested splitting the positions in January and the County Board approved adding a finance director in February. 

Stefan was appointed in March. Since then, County Board members and officials have been discussing the duties and salary of the deputy administrator position. While executive committee members have recommended Miller, they are still discussing who will be the deputy administrator for outreach. 

The position would carry the duties of communications, legislative action, local government interaction, marketing and special projects. Hanson said board members would continue discussing the candidates in January or February. 

Hanson said splitting the deputy county administrator into two positions would save the county about $30,000 for fiscal 2014. 

The positions would have an initial term of three years and the stipend which does not add to any existing salary base is $7,800 for 2014, $8,580 for 2015 and $9,360 for 2016, according to the resolution. 

Some of the expectations for the deputy administrators would include attending all meetings of the County Board and executive committee. They would also need to represent the county administrator at meetings when necessary. 

“I think [Miller] was an excellent choice … working with him as a board chairman, I’ve see another side behind the scenes as far as his abilities,” said Jeff Metzger, county board chairman.
