Our View: Painful fiscal 
new year is upon Illinois

Saturday was new year’s eve for Illinois state government – fiscal new year’s eve, that is.

Sunday was the first day of the state’s fiscal 2012-13. The past fiscal year hasn’t been all that happy.

The state’s backlog of unpaid bills stood at slightly more than $3.8 billion as of Friday, said Comptroller Judy Baar Topinka’s website, ledger.illinoiscomptroller.com. That represents more than 163,000 unpaid vouchers.
