Quinn can close prisons, but can't redirect money
SPRINGFIELD – Gov. Pat Quinn can buck lawmakers' wishes and close several prisons because of a tight budget, but he can't shift the $90 million spared to education or health care.
The Democrat can save the money allocated for those facilities by not spending it, but he has little control over what bills it eventually pays. All the while, he risks the wrath of legislators who set aside the money necessary to keep them running.
Quinn must act on a budget plan by Sunday, the start of the state's new financial year. At an appearance Wednesday in Chicago, he said he'll do so Friday.
