Akst: So, failure a bad thing after all?

Across Illinois, people and the news media are blasting the Legislature, the governor, the unions – anything that moves, like hunting season went viral – for failing to pass “pension reform” last week as the regular legislative session ended. Besides the blame game, people are still trying to figure out what happened.
