Nov. 3 Zero-tolerance violation - Justin J. Oprins, 19, of Sycamore was charged around 3:30 a.m. with a zero-tolerance violation and failure to reduce speed to avoid an accident. Police were called to the 100 block of South Walnut Street about a hit-and-run accident. Later, while in the 200 block of East Sycamore Street, police located the vehicle and reportedly found that Oprins was responsible for the accident. Nov. 8 Driving with a revoked license - Andrew J. Kettleson, 24, of Creston was charged around 6:05 a.m. with driving with a revoked license, driving without insurance and driving without registration. He was pulled over in the 500 block of West State Street. Warrant arrest - Walter Maurice Gay, 20, of DeKalb was arrested around 7:35 p.m. on failure-to-appear warrants for driving with a suspended license and possession of a controlled substance. He was also charged with resisting a peace officer. Police responded to a driving complaint in the 300 block of Mason Court and pulled Gay over. When police attempted to arrest him, Gay fled the area on foot, police said. Nov. 9 Domestic battery - Bridget Elizabeth Betsinger, 34, of Sycamore was charged around 8:30 p.m. with four counts of domestic battery. Police said the counts were due to separate but related domestic disturbances in the 200 block of West Sycamore Street. Police said Betsinger struck her live-in boyfriend on Nov. 8 and struck his son on Nov. 9. She was taken to the DeKalb County Jail. Nov. 10 Driving without a license - Hugo R. Martinez, 22, of Sycamore was charged around 1:40 a.m. with driving without a license, driving without insurance and disobeying a traffic control. Police reportedly saw a driver disobey a traffic control device and pulled over the vehicle in the 1000 block of Somonauk Street. Nov. 11 Reckless conduct - Norman J. Mathisen, 37, of Sycamore was charged around 8:55 p.m. with disorderly conduct and reckless conduct. Police were called to the 200 block of Mason Court about a house fire. The fire was reportedly caused by Mathisen, who fell asleep while cooking. Mathisen argued with another tenant in the building and charged at her, police said. Personnel from the city's police and fire departments reportedly had to restrain him. Nov. 12 Warrant arrest - Steven M. Rosenberg, 22, of Sycamore posted bond after being arrested around 10:55 a.m. in the 800 block of DeKalb Avenue on a warrant for littering. Saturday Disorderly conduct - Ian James Peterson, 26, of Genoa was charged around 12:50 a.m. with disorderly conduct. He was spitting on people in the 100 block of California Street after being ejected from a local tavern, police said.
