Nov. 3 Zero-tolerance violation - Justin J. Oprins, 19, of Sycamore was charged around 3:30 a.m. with a zero-tolerance violation and failure to reduce speed to avoid an accident. Police were called to the 100 block of South Walnut Street about a hit-and-run accident. Later, while in the 200 block of East Sycamore Street, police located the vehicle and reportedly found that Oprins was responsible for the accident. Nov. 8 Driving with a revoked license - Andrew J. Kettleson, 24, of Creston was charged around 6:05 a.m. with driving with a revoked license, driving without insurance and driving without registration.
